A two-bedroom apartment typically costs from ?55,000-?80,000.

Alanya is one of the Mediterranean?s hottest property spots thanks to its Blue Flag beaches, excellent leisure facilities and entertainment. The sea-girt castle ? built by the Selcuk Turks ? is another popular attraction. The local property market is dominated by apartments, which start from about ?65,000 for a two-bedroom unit near the centre of town. But a 15-minute bus ride away to Mahmutlar and prices drop to under ?50,000 for a similar size place on a new complex with good facilities.

Car Insurance Safety First Child Restraints

September 2006 will see the introduction of new laws regarding child restraints in cars.

Current laws state: -

? Children aged three to 11 (inclusive) and less than 150cm tall are permitted to travel in an adult seat belt if no child restraint is fitted.

New legislation says: -

? Children aged three to 11 and under 135cm have to be seated in child seat or booster (designed to be used with an adult belt), suitable for their age and weight.

Children taller than 135cm (4ft 5ins) or aged 12 or over must wear an adult seat belt where one is fitted.

The driver is responsible for ensuring these rules are complied with until the child reaches the age of 14, when they must take responsibility for their own safety.

The Department of Transport believes that, by making sure that children are securely restrained and not allowed to use adult seatbelts until they are sufficiently tall for them to work in the proper manner, 2,000 child injuries and deaths will be prevented.

The penalty for failing to comply with these regulations will be a fixed penalty fine of ?30 or, if the case proceeds to court, a fine of up to a maximum of ?500.

Exceptions will be allowed in emergencies, cars without seatbelts, and when children are passengers in taxis.

There?s a good choice of car seats available, and you should always ensure that they are made to conform to the European Union safety standards. For a young child it?s probably worth investing in a seat that can be adjusted as your child grows.

For an idea of what you?d have to pay for a seat that would take your child from 9 months to 12 years, the Recaro Start seat can be bought for around ?200.

There?s the Evolva 23 seat, from Britax, which is adjustable and suitable for children weighing from15kg to 36kg and up to 135cm (4ft 5ins). The back of the seat can be extended as the child grows, so that the head is always supported. This costs around ?65.

For a baby of up to 9 months, or around 13kg, a rear facing approved car seat is acceptable, fitted on either the front passenger seat or in the back of the car. It must no be used in the front if an airbag is fitted.

It?s extremely important that the seat is fitted properly, and many suppliers offer a fitting service. Do remember that it?s important that before you have the seat fitted; make sure it fits your child.

The 18 September is the date that the Department of Transport is aiming for, so remember, after this date you need to comply with the new rules.

These laws are to be taken seriously. Parents and regular carers are not the only ones who need to be ?car seat ready?. You may occasionally take your, say 9 year old, grandchild out with you. The big difference there is that, prior to September 18; no special steps had to be taken. After this date you?ll need to equip yourself with a seat or booster.

If you are in the unfortunate position of being involved in an accident, and if your child or children are not travelling in an approved car seat or booster, your insurance may not be willing to pay out, resulting in what could be a considerable personal claim against the driver, whose responsibility it is.

Special Gear Considerations for Winter Backpacking


Backpacking in winter brings several challenges. The cold weather and snowy or icy terrain present special issues for backpackers. Probably the most important aspect to consider for winter backpacking is clothing. Many times a person will go about dressing for cold weather in the wrong manner. If you follow the guidelines below you will find that you can dress warmly and still be comfortable.


The key is that you dress for the elements. You need to consider the cold temperatures, the chilling wind and the snow. You will need clothing pieces that are resistant to both wind and snow. You will also need to make sure you wear an inner layer of clothing that will insulate, but also absorb sweat and dry quickly. You should dress in a few lightweight layers instead of trying to dress in bulk. You will find you move easier in lighter weight clothing, plus you will find that it is easier to regulate your body temperature because you can remove one thin layer at a time. You have much more control when you can remove a fraction of clothing verses removing a large bulky piece that will dramatically change your body temperature.


Other important items are hats, socks, gloves and boots. You should avoid cotton material for hats, socks and gloves. Cotton does not insulate, or repel water and it takes forever to dry. You should bring along an extra pair of socks in case the ones you are wearing get wet. Change them immediately to avoid frostbite. Your hat should keep your body heat in and keep the wind off your face. Your boots are also important. If they do not fit you will not have a good trip. Make sure you get the right size. They need to be comfortable, and make sure they are waterproof.


Besides clothing you should also consider some other items that can make a winter backpacking trip safer and easier. Snow poles are great gear that help you stay steady on snowy terrain. The best types of snow pole are those that can be adjusted. An ice axe is another useful tool that can help you along the trail. A snow shovel can also come in handy, especially if you get stranded or caught in an avalanche. Trail makers are another good item to have. It doesn't matter how well you know the area, when everything is covered in white snow it looks very different than usual. It is easy to get lost in this snowy terrain, and trail makers can help you stay on course.


In summary, winter backpacking is a whole new adventure. Places you have visited many times suddenly become a different place. It is definitely more challenging to backpack in the winter, but you will often find that those who have tried it thoroughly recommend it. Just be sure you have the essential winter backpacking gear with you.

One thing is for sure, real estate bubble headlines sell newspapers, not houses. Bubble this and bubble that, is your market one of the top over-priced ones? Comparisons to the dot-com crash, what's a home buyer to think? Exactly that, think, research and make educated decisions. Here is a reality check for those considering a home purchase.

-Residential real estate is moving away from being a speculative investment back to it's tried and true roots: shelter.

-The real estate market is not a centralized one like the stock market. The real estate market is made up of many thousands of micro or sub-markets. Each micro market performs differently and uniquely and does not always mirror national or regional trends.

-Ten states posted solid sales gains in the second quarter of 2006 versus 2005, reported the National Association of Realtors(R). The gains ranged from an impressive 48% in Alaska to a low of 5.3 percent in Georgia. The other eight states included Arkansas, Texas, North and South Carolina, Vermont, Tennessee, New Mexico, and Wyoming.

7 Tips for Decorating Your Child's Room

If you're not sure where to start or how best to tackle updating your child's bedroom, you're not alone. In a lot of families, the baby nursery takes a lot of planning and decorating time but there's often less thought and energy put into decorating the same child's room as they grow older.

It's common for baby toys and furniture like diaper disposals, rattles, pull toys and cribs to get removed, but other things often seem to stay around for quite a bit longer than the growing child might wish. For instance a wall paper border with prints more suitable for your baby or younger child's room, may not be as enjoyed by your now older child (or teen?!).

Here are a few tips to help you get started with decorating your child's room. The best part about this is that your child can help you do it this time around, unlike when they were yet to be born or an infant. So this can be a fun project you can do together!

1. Select a new color to paint the walls, a color that your child likes.
If you have a strong objection to it, though, negotiate with perhaps a lighter version of that color, or limiting their color choice to only one wall. (Or, encourage them to put up some nice posters and wall hangings to lessen their color's impact!)

2. Mood lighting! Kids of all ages enjoy mood lighting of one sort or another. Together, select either a night light, a small novelty lamp
with a low wattage bulb, or an interesting colored or black light
bulb lamp. Other lighting effects kids enjoy include disco lights, statues or flowers with light effects, and glow in the dark items.

3. Bedspreads. Get rid of baby blankets and exchange for favorite cartoon throws or bed covers. When they're teenagers, they might enjoy more sports or frilly, or even more adult taste bed
coverings.

4. Personalize something for their bureaus or their walls, with their
names and/or photographs. Photos can be made into a collage. Engraved names in stones or personalized acrostic poem name prints are fun kid's room additions. Acrostic poem name prints
make great keepsakes and can be updated every few years. They use the letters of your child's name to start off self-esteem enhancing phrases that tell about your child's unique traits, interests and characteristics at that stage of their life.

5. Create a comfort zone area in the room, for cuddling up cozy and reading. Think about using big pillows, plush or inflatable chairs, anything your child might enjoy to sit on and relaxing in. You'll also want to conveniently have some books placed within their arm's
reach. You might also want to place some music equipment by that area for them to enjoy. And if there's room, try to add an additional seating space for you to enjoy with them, reading or
listening to music with your child, or simply chatting together. If you have a teenager, they'll likely want to have another seating space for you or their friends to use.

6. Together with your child, agree upon a wall paper border that you can use to decorate their room with. This idea can be in addition to or used instead of painting their room. Adding or changing a wall paper border can be a very simple and quick way to change the look
and feel of your child's room.

7. And... here's an interesting idea my daughter suggested when I asked her for suggestions about decorating a child's room ... ( I simply had to share this intriguing idea with you!) She said, ell them to get an extra thick room door so you don't hear your kids fighting!

Can you tell that she shares her room with her sister and something about the noise level in their room at times?!

Hmmm... maybe she's got a good idea there after all!

Breast Cancer Treatment: Coping With A Mastectomy

As women, especially American women, much of our femininity is centered on our breasts. No matter where you look, there are pictures, billboards, commercials, television shows, and movies with women with these beautiful breasts and ample cleavage. The thought of losing one or both breasts, to breast cancer, can be devastating for many of us. Sure, there's reconstruction, but will it ever really look the same again? Even if you have reconstruction, you'll never have sensation there again and, for many of us, that definitely affects our sexuality.



I went through two separate mastectomies, for my breast cancer, despite the fact that I wanted them both done at the same time. Two different surgeons told me that wasn't necessary. They found out, later, that it was, as I had the same breast cancer in both breasts. Through these surgeries, I learned a few things about what to expect, and how to get up and running again, after a mastectomy for breast cancer.



The first thing to realize is that, apart from the emotional aspect of such an operation, this is a simple surgery. The breast is composed, mostly, of fatty tissue and, of course, milk ducts and lobes. The removal of this breast tissue is way easier than operating on an organ, but carries much more emotional impact for most of us. Most surgeons will get as much of the breast tissue out as they can to help alleviate the chance of a recurrence of your breast cancer. You will typically wind up with a horizontal scar about four inches long. The scar may be red for quite a while but, ultimately, should fade to where you can hardly see it anymore.



You want to be sure to take loose-fitting, button-down shirts (raiding your hubby's closet is helpful) with you, to the hospital, as you won't be able to raise your arms over your head for a while. You will also need a sports bra and I would highly recommend one that fastens in the front. They will put that on you after your surgery. Typically, you should be able to stay in the hospital for one night. If you're going to have lymph nodes removed, a small pillow, to slip under that arm, will help make you more comfortable. Check with your local American Cancer Society as they may have small pillows for you. An extra pillow to hold to your chest, if you need to cough, sneeze, or laugh, can help keep your incision from hurting.



When you wake up, you will have a couple of drain tubes for each side you have done. These tubes are important as they allow the excess fluid, which your body will produce, to drain out. If you didn't have them, the fluid would have to be aspirated with a needle. The drains, even though they're no fun, are better than that. These drains will have to be emptied a couple of times a day and you will have to write down how much fluid you drain so the doctor will know when you've slowed down enough to remove them. You may not know where to put these drains under your clothing. I pinned mine up to the sports bra and that way, they didn't pull when I moved.



When you get home, plan on having someone there to help you for the first few days. You won't be allowed to reach into your cabinets and definitely won't be able to clean house or pick up your children, if you have little ones. You'll be sent home with pain meds and definitely take them if you need them. Studies show that you will heal faster if you keep yourself out of pain, so don't be afraid to take them as prescribed.



If you have a recliner, you might consider moving it into the bedroom as you won't be able to lie flat for a while. You'll need to sleep in a partial sitting position. If you don't have one, or don't have space for it in your bedroom, lots of pillows will work, too. That's what I used. Just be sure you have enough pillows to keep yourself comfortable propped up.



If you would like someone who's been there before you to visit with, be sure to call your local American Cancer Society and ask for a Reach 2 Recovery volunteer. This is an American Cancer Society program where they try to match you with one of their volunteers who have as similar experience as you're facing. This woman will come visit you and will bring you all sorts of brochures and information on conventional treatment. She will also bring you a list of exercises you can start to do to regain your mobility and range of motion.



This is VERY important. It hurts to stretch your arm up, after surgery, but if you haven't had reconstruction, and you don't start soon, you will lose that range of motion. I would recommend starting to gently, slowly reach your arm up ? let your body be your guide ? the day after your surgery. This is ONLY if you have not had reconstruction. If you have, let your plastic surgeon tell you when to start stretching. Push to where it hurts just a little, but do not push too far past that. Little by little, you'll find yourself able to stretch a little farther every couple of days.



Most of all, allow yourself to heal emotionally, as well as physically. Some of us just can't look at that incision right away. That's OK. Take as much time as you need. I know I felt like some kind of freak with no breasts and, even six years later, I still do sometimes. But remind yourself that these scars are your battle scars. They do not make you less of a woman. They make you a warrior.

Disclosing Defects is Every Seller?s Responsibility

Sellers have the responsibility of disclosing any defects in the property to the buyer. The seller should disclose defects which could affect the value of the property as well as the living conditions. The defects may relate to insulation, structure, plumbing, electrical, heating and cooling systems, fixtures, etc. No defect is too small to be kept away from the buyer.

It is understandable that most sellers feel that disclosing defects may result in a lower price, so why should they subject themselves to this? Firstly, because it is unethical and unfair to those buying your home. If this is not a good enough reason, consider the damage you will suffer if the buyer decides to sue you later.

Some states require sellers to fill in a disclosure form which has to be handed over to the buyer. If the seller does not present this form, the buyer can easily withdraw his offer and get a complete refund of his earnest money deposit. Laws have becomes stringent over the years to protect consumers, in this case the buyers. Some items have to be specifically disclosed and vary from state to state. The Hidden Power of the Rocking Chair

The rocking chair was part of colonial life; it was an American phenomenon. Although it came to the colonies by way of England as a garden chair, new Americans quickly moved it into their homes as a cradling device for mother and child. People tend to get very nervous playing this game and it is funny to see how people freeze up answering questions because of the beeping mechanisim that runs the entire time you are answering questions. 5. Pirates of the Caribbean DVD game- Get ready for a swashbuckling adventure with this game, rated by the 2007 Creative Child Award's Seal of Excellence Award as being an excellent game. This game is great for friends and family for a night of pirate adventure as you play this interactive boardgame that links into your DVD player. The board game is shaped like a treasure map and will get you into the mood for a night of pirate adventures and trivia while searching for treasure and booty galore. The DVD includes clips from the actual movie, Pirates of the Caribbean. You will have to use your skill to outwit the other players in an attempt to answer pirate trivia, find hidden treasure and collect booty cards as you advance across the board while battling other pirate ships. Are You Ready for the Next Move into Commercial Real Estate?

Commercial real estate investment property, Are you ready to move into this market?

A prime commercial real estate investment site was listed by a local agent in my area recently. It was a Salvation Army hall with a three bedroom brick house detached from the hall. The site was nearly ? of an acre right in the middle of the Central Business District of a regional town that is growing rapidly despite the slight down turn in the local economy.

The agent listing the property had printed up a glossy brochure with an aerial photograph of the CBD showing all the prominent buildings including McDonalds, all the major banks and supermarkets, Post Offices and government buildings. The pitch of the advertorial was the close proximity to all these major players.

The first think I started to thing about was the price the real estate investment property would bring. It was fronting the highway on a corner block. Also the agent had done a great job with the advertising of the site. I found out that a lot of the local developers were interested. So immediately I knew the owners would be firm on there asking price.

For me to buy this investment property, I would need a Joint Venture partner. I had been talking to a customer of mine who was keen on getting into some commercial property. Pete organized with a friend to do some figures on developing the site. This would give us an overall costing for the purchase price, the developing, consultants and closing costs.

The great thing about this deal was it had a long settlement. I would be keen to try and delay the settlement even longer. I would be happy to resell this real estate investment deal undeveloped if some one offered me a good price. I would have to put up 10% deposit to hold the property for up to nine months. Capital growth and high demand on developing the CBD area of town would ensure me of a nice return.

Real estate investment deals like this one are about. If you are prepared to take on the risks associated with them you will create wealth while you sleep. That is what excites me some much about real estate property investing.

Tips For Choosing The Right Camping Backpack

A person who is not experienced with camping or hiking may think that all backpacks are the same, but that is far from the truth. For a camper who is serious about making the most out of a camping trip, a backpack can make or break an excursion to the woods.

Take the plight of a trekker who traveled to the Appalachians in 1994. Rather than a thrilling camping expedition, he needed to return home injured from the weight of an ill-fitted backpack that damaged his hips. A decade later, the same hiker, utilizing a backpack more suited to his needs, walked over 950 miles of terrain, turning what could have been another ugly experience into a more pleasant memory.

There are a few key tips you should bear in mind when selecting a backpack for the outdoors.

First, you need to assemble a fairly comprehensive list of gear you need to bring on the trip. Whereas some campers prefer to haul a bare minimum, others like to be well equipped and ready for almost any eventuality. Consequently, the size of your backpack is important. If you intend to camp or hike for several days - or even simply overnight -you need a sufficient amount of supplies to cover your time and prospective needs.

Second, make sure your backpack is comfortable to wear for a lengthy period of time. The best styles of backpacks distribute the weight in the bag evenly so that you can wear it comfortably for a few hours while hiking. Try it on at the store to ensure it meets your need. Some camping stores even provide weights inside so you get the full effect of the backpack. By placing these in the pack, you can walk around the store to get a sense of how well the weight distributes and how much you can actually hold while remaining comfortable and not overly straining your back or shoulders.

Third, select a frame for the backpack. You can choose between an internal and external frame, each of which has advantages and disadvantages. Internal frames are more slender and allow the pack to remain close to your body which makes it great for densely wooded and more narrow trails. They do not restrain your ability to move in the least, but are admittedly more cumbersome to load and sometimes do not hold as much gear.

External frames, on the other hand, are great for clear walking paths and wider trails and are generally easier to pack. However, they tend to restrict mobility because they are larger and less flexible, making them seem more uncomfortable at first. External frames are the best option, though, when buying a backpack for beginners or children.

Finally, when purchasing a backpack, take into consideration whether it is designed to work efficiently with weather sheets that help protect your pack against dew and rain. Also assess how attachments can be accommodated for your pack. Most backpacks have either rings or snap-ons (or both), allowing the convenient integration of accessories with your pack.

Finding a backpack doesn't need to be a challenge if you familiarize yourself with options ahead of time. By following these few tips, you should be able to purchase one that fits your budget and your camping experience needs, helping to make sure you have a wonderful adventure in the woods.

Real Estate Industry as Investment?

The investment world is very tricky and sometimes very exciting industry. The excitement of the industry is a constant gamble of whether or not you will profit or lose money. However, there are many other people out there who can?t figure out what to invest on. However what I?ve found is that you could not only invest in Real Estate for current profit but also residual income as well.

From large amounts of profits to small amounts of profits; the real estate industry is a great investment tool. However, I have come up with a solution and a plan to it. The first step is buying a house. You pick the house you want and make sure it?s not to expensive so you can have some room to profit from the mortgage payments, if you had to get a purchase loan to buy the house. This way when renting out rooms to your home you would be able to profit from the mortgage payments. Now, first years most likely would be around $300-$400 a month of profit if you?ve figured out where the market is at. In a couple of years you would want to refinance the home to make sure the payments would go down to make room for more profit.

The second step is renting out your home. Now that you?ve gotten the purchase out of the way, you would want to find some renters. You can usually do this by putting an advertisement in the classifieds or somewhere to advertise that there are rooms for rent in your home. You would want to set the price at a price you can profit from the mortgage payments. You don?t want to put it to high depending on the renter market in your area. After you get the renters and you keep residual income coming you start investing and/or saving the money you are profiting. What I would do is after a point of time waiting for that you would buy another home and do the same thing for that as well.

The real estate industry is such an easy investment tool once you start to understand it. So many people don?t take it for what it is. I mean to think you could have your own income and be working on your own. That was my solution and I hope it helps you out in your journey of investment income.

Having stayed at The Desert Inn many times in the past I know that I'm excited about Wynn Las Vegas being on the site of the old Desert Inn, their will be ghosts I'm sure. Steve Wynn is such a magician when it comes to bringing the best to Las Vegas, and he's certainly on the site of where the best once was! The Desert Inn built in 1950 was the first hotel or resort to use water features in the desert. They had the original Dancing Waters Show and a fountain at their entrance. The Tournament of Champions (first Las Vegas golf tournament) was broadcast by NBC. It also boasted an observation tower, The Skyroom, the new Strip's best views. You would overlook Sunrise Mountain and the twinkling lights that were beginning to show on the desert floor, but Wilbur Clark with all his imagination could not envision this bronzed glass spectacle that is Wynn Las Vegas.

Everyone in the travel industry is certainly excited to stay and enjoy this new thrill, several years in the making. I watched the cranes and the earth being moved around and am now ready to experience the phoenix rising from the ashes. The water-themed $1.85 billion megaresort has 42-story hotel tower, a three-acre man-made lake, Wynn's private art collection in an on-site museum, golf course and several private gambling areas.

Wynn megaresort has 2,701 rooms, an average esort room is 640 square feet, with special bedding, a sitting area with couch and ottoman, floor to ceiling windows with views of Las Vegas skyline and electronic controls to control the window treatments to shut-out or bring-in the views. The price tag for middle of the week is around $249.00, not exorbitant for the luxury you will enjoy. There is also a selection of suites, including a Tower Suite, Salon, Parlor or Executive Suite. All with the appropriate amenities...and even though the accommodations are out of this world, you'll be spending more time doing other things.

If you want to shop till you drop, you can break the bank in the shops just as easily as at the casino. Just one item from each shop could do it. A bracelet from Cartier, shoes from Manolo Blahnik, a cute little purse from Judith Lieber. Don't forget Gizmos, where you can buy a wild toy for your boy! Pick up some Estee Lauder sunscreen, a silk shirt at Brioni for the man in your life, a watch at Wynn & Co., so you know when it's time to eat, a fancy pen to sign your checks or new sunglasses at W. Ink. A classy jacket from Chanel, some designer fragrance from John Paul Gaultier, an exciting outfit to lounge around the pool from Oscar de la Renta and you're all set to stay at Wynn Las Vegas for another couple of days...oh oh, we forgot to mention you can pick up a gull-wing Ferrari at Penske-Wynn showroom to drive home.

You can take a day to relax in the sumptuous spa, get a facial, body treatments (my personal favorite, Fresh Brown Sugar Body Treatment) what a way to get a sugar shock...and it wont go to the hips either. Massage, try a Good Luck Ritual a fung shui experience based on health, wealth, prosperity, happiness and harmony, how can you miss with this under your belt or on your body or where ever. You might need a special foot treatment after all the shopping; the spa can take care of this as well!

If you plan to play golf, be prepared to experience one of the greatest golf courses in the world, with elevation changes not seen in anywhere else in Vegas. Designed by Tom Fazio along with Steve Wynn, you find 18 holes to take your breath away. Eleven water holes, with a waterfall on 18, 2 marshland areas that use underground water, Pennlinks Bentgrass greens and the best part of all, many old trees, some over 50 years old, that were salvages from the old Desert Inn golf course and replanted to once overlook play on the course...and all of this right our side your hotel room! To play this 7,042 yard, par 70 course, you must be a guest at Wynn Las Vegas.

After doing all this shopping and putting or gambling which is really what Vegas is all about, you'll be ready for dinner and a show. Remember the name Le Reve, it now is the name of a water show extravaganza, directed by Franco Dragone, a show like no other, which truly refects on it's name The Dream, theater in the round, so no seat is more than 40 feet away from the action. You merge with the actors in this one.

Food, an assortment of restaurants to keep you busy for a week at least. Red 8 for Hong Kong dim sum and barbecue. SW Steakhouse, good old American steak with flavors of Alsace, does this mean the best entrecote you ever ate. Okada, where you will enjoy authentic robata cooking and shushi prepared by Chef Takashi Yagahaski, voted Best New Chef by Food & Wine. Alex with flavors of the Riviera, this one gets 2 Mobil 5 Star awards and the AAA 5 Diamond designation. Corsa Cucina, a delightful cafe and excellent selection of wood-fired pizzas. Tableau with fine American cuisine open for dinner to all guests, breakfast and loch for Tower Suite guests only. House Approves Increase in FHA Limits

The House of Representatives approved a bill to increase the FHA's lending limits and reduce payment restrictions.

The bill, which will help low-income and first-time home buyers, was sponsored by Ohio Representative Bob Ney. It received almost unanimous support by the house with a 415-7 vote.

The factors in determining the maximum amount insurable by the FHA for single-family homes will be changed as an amendment to the National Housing Act, according to the new law.

The bill allows the FHA flexibility in insuring mortgages up to the median home price in areas where home prices are extremely high. It will also provide for a maximum of 40-year mortgage terms.

The bill will eliminate all flat mortgage insurance premiums, instead instuting a tiered premium system according to the property's loan-to-value ration, the borrower's credit history and debt-to-income ration and the FHA's experience with comparable borrowers.

The current minimum downpayment of 3% will be discarded. The limit on federally insured reverse mortgages will also be eliminated

The law will allow loans to be more easily made in high-cost areas. For years, low-income buyers have been pressured to take out high-cost private mortgages due to the substantial increases in house prices in metro areas.

The FHA hopes that the new law will change this trend.

Modernizing FHA will improve competition in the prime home loan mortgage industry and effectively assist the industry in combating abusive and discriminatory lending practices, said Ney.

This bill helps further increase the country's homeownership rate, especially among low and moderate-income and minority families.

Best to Test

The scene is a sidewalk winding through a vast and neatly manicured lawn, belonging to a public elementary school with a flag waving above it. Two neatly dressed girls wearing sensible shoes converse as they walk away from the school, bent forward at the waist from the weight of their overstuffed backpacks. They appear to be average, innocent-looking middle-school-aged kids, with the exception of their oddly pubescent breasts. A blonde-haired girl with a bob haircut looks defeated as she complains to her worried looking pony-tailed companion, ?So far all we?re learning is how to take a math test, how to take a science test, and how to take a reading test.?

In the same boat as many parents, teachers, schools, taxpayers, and most importantly students, the cartoonist, Bob Englehart opposes standardized testing and the pressure it puts on children. The contrast created in drawing childish-looking girls with untimely large breasts highlights the unnatural pressure placed on children in the U.S., giving the impression that children today grow up too quickly. The anxious expressions on the youngster?s faces imply that they are being pushed to meet the current and increasingly rigid standards, and the overstuffed backpacks illustrate the disproportionate load children are being burdened to carry. If our children were being pushed to actually learn and retain things, the child?s comments at the base of the cartoon wouldn?t be so bad; however they are merely learning how to take tests, which has scary implications for the future.

Originally introduced to classrooms in the 1920?s , standardized tests assess the basic reading, writing, math and science skills of elementary through high school aged students. It wasn?t until the mid 1980?s that standardized testing became political and The National Governors Association came up with the concept of ?performance based accountability? leading to the amendment of Title 1 in 1994 making performance-based accountability mandatory. Under President Bush?s 2001 education reform law, ?The No Child Left Behind Act?, schools must administer twice as many standardized tests and students must meet twice as many standards as before. The Elementary and Secondary Education Act was reauthorized in 2002, tremendously increasing school accountability along with rewards, aid and punishments. If standards are met, schools receive federal funding; if standards are not met, students are held back, teachers are sanctioned or ?let go?, and schools lose funding and are forced to be converted to charter schools or to close.

The politicians claim that putting students, teachers and school administrators in a position of accountability will increase their incentive to strive for higher standards, but unfortunately, the measures with which they assess the standards are biased and inaccurate, and therefore invalid. In light of these facts, I argue that standardized tests are a legal weapon created by and for politicians as yet another way to hold down the masses of poor, which are more often than not minorities.

A current doctoral student, to whom English is a second language, grew up attending Los Angeles public schools where despite excelling in classes, she ?scored unbelievably low on standardized reading tests, up to and including the SAT?, as did the majority of her bilingual classmates. Test questions include phrases such as, ?ball and chain? and ?straight from the horses mouth? reflecting the parlance of white, middle to upper class males.

Frustrated middle school teacher, Don Perl sarcastically ?proposed dumping the Colorado Student Assessment Program (CSAP, Colorado?s standardized test) and using the percentage of students eligible for free or reduced lunches to classify schools?. What Perl is saying is that the results of standardized tests are predictable, and that it isn?t hard to see the obvious socioeconomic disparity and its correlation to standardized test results. The title of The Daily Camera article, ?Incomes are Outcomes in the Classroom?, sums it up well. The article reveals the following statistics: 76 percent of high-income fourth graders are reading at or above the proficient level; while only 43 percent of low-income fourth graders are reading at or above the proficient level. Harvard Magazine reports that schools performing high on standardized tests ?reflect the social capital (high socioeconomic status) of their students rather than the internal capacity of the schools?, and asserts that test-based accountability widens the gap between schools serving the rich and the poor.

As a result of these biases, low income (often minority) children are more likely to be retained in a grade, or placed in a ?lower track? or special/remedial education programs when not necessary, due to test results. Those children will be negatively labeled as ?failures? and from that point on will likely receive a ?dumbed down? curriculum, based on practicing test taking. Alternately, the children from the ?white, middle-upper class income backgrounds will be placed in gifted and talented or college preparatory programs where they are challenged to read, explore, investigate, think and progress rapidly?.

Let?s not measure a child?s potential as it correlates with the financial success of their birth families. Our society was intended to be equal opportunity, not caste-based. Let?s be fair to the youth of our nation and provide them with an education that they deserve, regardless socioeconomic class. Let?s advocate to eliminate consequence based standardized testing.

Creating Great Curb Appeal to the Outside of Your For Sale Home 7 Easy Ideas and Advice

No matter how beautifully decorated the inside of your home may be, if the outside of the house does not reflect what lies behind the front door, you may easily lose the sale.

Potential homebuyers frequently make a list of homes from various internet sites, advertisement listings or through a realtor that they wish to see and then drive by these homes to get a ?feel? for the property and the house. Bottom line, if your home looks unappealing from the outside there is a good possibility your home will be crossed off the list of potential purchases.

Decide to spend a weekend fixing up the outside of your home and stick to a plan.

1)Call two or three local landscapers and ask them to come out for a landscape appraisal but most importantly ?pick their brain? for ideas of how best to show your home. Explain that you are selling the home and wish only to make the most of the exterior at minimal cost to you. In some cases, you might be surprised, particularly during slow landscaping seasons that you can afford to have a professional lightly landscape your property or at least modify a portion.

For less than $500, an associate of mine had a local gardener come in and plant 12 tropical plants, 8 large flowered bushes, trim the existing trees to shape, pull the weeds, cut out sod to merge two planting beds, plant 20 small flowering bushes and throw down several bags of mulch in 2 afternoons.

She also saved a little more money by having him transplant bushes from another part of the property to the front where she planned to create a more dramatic impact. Further, his price included clean-up and removal of gardening debris, which saved her a lot of time after the work was complete. Her soil was very hard to dig into and it would have taken her twice as long to dig one hole as it did for the gardener to dig several; he was familiar with such difficult work and he had all the right tools to do it quickly. My associate only paid him to service the front beds while she saved money by cleaning up the smaller side beds on the side property by doing it herself. (The gardener even let her borrow his expert tools as long as she promised to return them the following day, which she did.)

You might be surprised at the minimal but well-worth price of hiring a professional gardener, particularly if you find a local, one-woman/man operation with low overhead. Someone starting a new business might also be less expensive in trying to build a clientele while my associate in turn offered to advertise the gardener?s services by keeping business cards on hand during real estate visits.

Consider having him/her do a portion of the work and then do the less difficult areas of your home yourself. Even if you do not have a landscaping budget, call a few local gardeners to come out for a quote just to get some great landscaping ideas you can use yourself. Most are willing to spend a few minutes of their time even if you do not use their services. Take their business card anyway and offer to send them a referral. It is all part of doing business. So consider hiring a professional gardener to add curb appeal to a tired property.

2) Stand at the curb of your property and look the land from the perspective of the drive-by potential buyer. Get in the car and drive down your street and look at the way your property compares to your neighbors. If your neighborhood is well-cared for but your property is not; where the trees are overgrown and the weeds are hiding your front door is a clear indication your home will stick out like a ?sore thumb? and you may lose the sale. If you live in a neighborhood where your neighbors? landscaping is ?so-so?, this is your opportunity to shine.

My associate explained that she once lived in a brand new home in an older neighborhood where few people took the time to landscape nicely so anything she did?add a border, plant a few bushes, and place a park bench near the front driveway with container plants, certainly looked amazingly better than the homes around her property. When the time came to sell this home, she took a ride around the block and took the position of the potential buyer. As a drive-by buyer canvassing her own street, my associate noted that the viewer would see blas? curb-appealed homes and then come upon her own, where the flowers were blooming, the green grass was trimmed, the containers were filled with flowers and the inexpensive park bench at the end of the long driveway looked inviting. So plan your landscape to stand out from the rest and if your budget does not allow for the extras, then the next rule of thumb is to just make the property look ?neat??.

3) Neatness in landscaping is important. If a property looks tidy, the impression you will give to the drive-by buyer is that the inside is neat and well-cared for as well. Even if you are not a neat person, make an effort to neaten up the exterior. Find someone who has a ?neat? eye and ask for their opinion.

Trim the grass and if you have spotted, brown grass, invest in a bag of grass seed and water frequently to encourage growth. Baby-sit the seeds and if necessary, place a barrier around the area to keep children and pets from stomping on them. Cover new grass-seeded areas with hay or grass clippings to prevent blowing away, from birds eating the seeds and to keep moisture in. Water newly seeded areas daily.

If you have time before you place your home up for sale, fertilize your lawn?it can make a huge difference in how healthy and green the lawn shows from the street. If you do not have grass, then create areas with grass. Consider removing areas covered in stone or weeds and planting with either seeds or sod. It is a big project if you have little or no front lawn so elicit help from friends and neighbors if needed. Having some kind of greenery in the form of grass makes a huge difference to a buyer. Grass is a great canvas to making other areas of your property stand out and grass appeals to many who grew up with front lawns or always wished they had one.

If you live in areas where it is impossible to grow grass, adding stone is another possibility however, be sure that stone works in that area of the country in which you are selling. Stone lawns usually fit in better in coastal properties where sand is the foundation and the cost of carting in topsoil is enormous. I often feel that all-stone frontage looks out of place in neighborhoods where lawns are more prevalent and in some cases can give the impression the homeowner really cannot be bothered to maintain a lawn. I feel that stone is not a warm product if used in very large areas and should be contained in smaller garden beds if possible.

4) Once you have the grass, fix up the existing beds. (If you do not have any beds in your property, this would be an entirely different article. This article deals with homes, which have garden beds already in place that need sprucing up.)

Garden beds help soften the hard lines of sidewalks, walkways, and the rigid angle of homes. Once you have weeded these beds, ask yourself, ?Does the design of the current beds allow them to be connected in some way across the front of the home? Do my beds flow?? The reason that I bring this question forward in a Curb Appeal article is that my associate explained to me that she used to have to separate garden beds in front of her home; one ran right across the front left-side of the home and the other ran down the side of the driveway. Both beds were disconnected from each other separated by a walkway. This separated design made the frontage look severed and harsh. So she cut out the sod from the bed in front of the house, around the walkway and made a connection to the bed nearest the driveway. It looked like one continuous snake-like bed and once planted with similar foliage the entire property looked really ?pulled together?.

In doing this she accomplished two things: 1) Softening the hard angles of the walkway, which did not have a garden bed in front of it and, 2) the property had the look of what my colleague refers to as ?fluid design?. The eye now followed a soft flow from one end of the house where the bed began to the end of the driveway where the bed ended. And?there was a small surprise at the end of that bed too, which made the design interesting and appealing.

At the end of the driveway, which is ordinarily dull space, the garden bed ended in a circular shape and she planted just a few extra eye-catching flowers there; just a nice little touch and the colors were appealing. The path up the driveway, followed around the walkway toward the entrance of the home was entirely landscaped and pulled together with like-flowers and shrubs. Not a whole lot, but it was consistent and it was neat.

5) Another lawn tip from my associate?she did not have time for grass to grow in some ugly, brown and bare spots on her front lawn and in some cases, the grass just never grew back at all. She cut around the bad areas and made a teardrop-shaped cut out on that spot and filled it in with a few container plants she had growing in the yard. My colleague arranged the containers on 3 different levels?small, medium and large and then filled around the containers with mulch to even things out. The arrangement looked very nice. One of her empty containers (she often picks them up in the dollar store or finds disposed of in construction sites), she cut in half and placed it cut-side down on the bare spot on the lawn in front of the 3 flower-filled containers. She filled the cut container with soil and threw in a handful herb seeds, namely dill and in about 2 weeks; the container flowed with pretty green herbs and ?spilled out? the container onto the ground covering the area cut out from the lawn. It made a nice presentation and was not too ?much? and at the same time hid the very worse part of our property. My friend noticed that even after I sold the home, the new owners still kept the container area as it was when she had the home for sale.

6) Another consideration when taking control of curb appeal when selling your home is to remove or trim down those trees and bushes which hide the beauty of your home. So often buyers look at photos of homes, which show a huge tree in front of the house that hides any view from the inside to the street. If you cannot see the home in a photo or in a drive-by viewing, this again reduces the chances that a potential buyer may be interested in your home. No one wants to ?guess? what a home really looks like and if there are overgrown bushes and trees hiding the house, potential buyers do not want to envision having to clear the property themselves. So be bold and trim the bushes down and if necessary, remove whatever seriously blocks viewing the home?s charm and character from the street.

7) Along the lines of seeing a home from the street is the inability to do so if you have cars parked in front that do not always need to be there. Granted, we need to park our cars but if you have the opportunity to take your car to the street or to the furthest end of your property for a few hours on the weekends or, if you have a large driveway and can move the car away from the front of the home, then take the time to do this. Buyers need to visualize the home as it would be if they lived there and anything which detracts from this thought is a non-plus for you as the seller. Weekends are usually the busiest times for drive-by house viewing so if you can move your car to a neighbor?s driveway or off your own driveway for a few hours, do so. It may make a difference in the curb appeal of your home.

Also, as a reminder, if you have any cars, boats or trailers parked in front of your home, which really do not need to be there?a car you were going to work on or an inoperable vehicle without any registration and kept putting off paying to be towed away, make a decision as whether it really needs to be there or not. Call a charity to have it towed away and donate it. Put an ad in the paper or on craigslist for a free boat or project car, but by all means, remove any unnecessary vehicles, which really take away curb appeal and make the property look more like a car dealership or a parking lot than a home.

So the main items to consider when creating curb appeal are to:

?Neaten up the property

?Plant grass or sod wherever possible ? if not possible, hide bad spots with container gardens.

?Trim and cut away trees and shrubbery which prevent drive-by buyers from seeing your property and the home to its fullest.

?Remove cars on higher drive-by traffic days and permanently remove any cars, boats or trailers, which will not be sold with the home.

?Call a landscaper for his/her opinion and talk about a quote for neatening up the property. See if you can afford at least a portion of it to be professionally ?neatened? and if not; get ideas from a professional that you can use later on your own.
